The Estonian Union of Co-operative Housing Associations is pleased to invite you to participate in the 12th Baltic Housing Conference, which will take place on 17 April 2026 in Tallinn.

Held biennially in Estonia, the Baltic Housing Conference brings together key stakeholders from the Baltic region and partner countries to discuss current developments and future challenges in the housing sector.

Affordable Housing: From Policy to Practice

Time: 10:00–16:30

The conference will be held in person in Tallinn, with online streaming available. The working languages of the conference are English and Estonian, with simultaneous interpretation provided.

Registration is required for in-person attendance in Tallinn. While registration is not mandatory for online participation, it is recommended for those who wish to receive the latest updates and access to conference presentations from the organisers.


To assess progress in affordable housing development across the region, the conference will bring together representatives from state authorities, financial institutions, service providers, and housing associations. By incorporating a wide range of perspectives, the conference will place special emphasis on affordable housing in multi-family buildings and apartment associations—a critical challenge for the sustainable development of housing in the Baltic region.

Speakers from Estonia, Latvia, Lithuania, Ukraine, Housing Europe etc.

Conference Themes

  1. Housing Policy and Financial Instruments for Affordable Housing and Better Living Environments

This theme will explore national and regional housing policies and financial tools that support the development and renovation of affordable housing. Discussions will focus on practical solutions that improve accessibility, sustainability, and the overall quality of living environments.

  1. Crisis Resilience and Cross-Sector Cooperation in Housing

This session will address how the housing sector can better respond to economic, social, and environmental crises, as well as challenges arising from geopolitical and military threats in the region. In light of the evolving security environment, discussions will also consider housing preparedness, continuity planning, and the role of housing organisations in supporting communities during emergencies.

  1. Best Practices and Lessons Learned from Pilot Projects: Innovative Renovation and Cost-Effective Solutions

Participants will gain insights into successful pilot projects and innovative renovation strategies. The focus will be on practical, cost-effective solutions that enhance energy efficiency, modernise housing stock, develop funding mechanisms, and provide replicable models for wider implementation across the region.

EKYL’s 30th Anniversary Celebration

Following the conference, a celebratory gathering marking the 30th anniversary of the Estonian Union of Co-operative Housing Associations will be held at Radisson Blu Hotel Olümpia Tallinn (the same building where the conference venue is located), starting at 18:00.

  • Attendance at the EKYL’s 30th Anniversary Celebration: 69 EUR
