The awarded project “Energy consumers awareness” provides people in apartment blocks with energy efficient techniques and knowledge and aims to reduce their carbon footprint by the use of these systems.

Initial situation
The range of the average energy costs in apartments exceeds the average performance of the developed industrial countries with the same climatic conditions by a factor of one third. As the privatization program started, it impacted on all aspects of the economy. The state owned properties and enterprises were all privatized in a very short period of time. Moving from socialism, state property and planned economy to liberalism, individual property and market economy, the necessary financial and legal tools had to be put in place such as a land registry and a mortgage financing system.

Solution
The solution is to raise awareness of consumers in apartment associations and to support energy-efficiency in apartment buildings and blocks of flats via energy saving and full-scale renovation. The target group were consumers in multi-occupancy apartment blocks. Almost 6,000 consumers/representatives of apartment associations participated in trainings targeted to energy efficiency and energy saving.

Innovation
The innovation stems from the very specific background of the network for apartment associations. Three joint purchases were initiated for private consumers to buy electricity and equipment. Customers achieved significantly lower tariffs in the joint purchases compared to the market prices. They raised awareness and made consumers more independent and responsible for their energy consumption. To provide consumers with access to information on energy that is free and independent and trainings are another important part.
