The event brought together Ukrainian policymakers, international partners, and housing experts to discuss draft legislation, systemic reforms in housing stock management, and concrete solutions for people affected by the war.<\/p>\n<p style=\"text-align: justify;\" data-start=\"490\" data-end=\"898\">The conference was organised by the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Ministry for Development of Communities and Territories of Ukraine<\/span><\/span> in cooperation with the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Verkhovna Rada Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning<\/span><\/span>, with the support of the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Council of Europe<\/span><\/span> Project \u201cFacilitating Housing Solutions for the War-Affected People in Ukraine. Phase II,\u201d implemented under the Council of Europe Action Plan for Ukraine \u201cResilience, Recovery and Reconstruction\u201d 2023\u20132026.<\/p>\n<p style=\"text-align: justify;\" data-start=\"900\" data-end=\"1281\">The event was also part of the Ukrainian-Estonian development cooperation project <strong data-start=\"982\" data-end=\"1063\">\u201cTogether for Effective Apartment Building Management in Ukraine (TEAM 2025)\u201d<\/strong>, implemented by the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Estonian Union of Co-operative Housing Associations<\/span><\/span> (EKYL) in partnership with the All-Ukrainian NGO <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Housing Ukraine<\/span><\/span>, with the support of the <span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Estonian Centre for International Development<\/span><\/span> (ESTDEV).<\/p>\n<p data-start=\"900\" data-end=\"1281\"><a href=\"https:\/\/www.ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2.jpeg\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1338758 alignnone\" src=\"https:\/\/www.ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2-700x439.jpeg\" alt=\"\" width=\"456\" height=\"286\" srcset=\"https:\/\/ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2-700x439.jpeg 700w, https:\/\/ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2-250x157.jpeg 250w, https:\/\/ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2-768x482.jpeg 768w, https:\/\/ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2-120x75.jpeg 120w, https:\/\/ekyl.ee\/wp-content\/uploads\/WhatsApp-Image-2026-02-23-at-17.13.17-2.jpeg 1274w\" sizes=\"(max-width: 456px) 100vw, 456px\" \/><\/a><\/p>\n<p style=\"text-align: justify;\" data-start=\"1288\" data-end=\"1332\"><strong>Focus on Legal Reform and Systemic Change<\/strong><\/p>\n<p style=\"text-align: justify;\" data-start=\"1334\" data-end=\"1620\">At the heart of the discussions was the preparation of the draft law <strong data-start=\"1403\" data-end=\"1437\">\u201c<\/strong>On Housing Stock Management,\u201d a key legislative initiative aimed at clarifying responsibilities, modernising apartment building governance, and strengthening the legal framework for housing management in Ukraine.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1622\" data-end=\"2037\">In her opening remarks, Deputy Minister Nataliia Kozlovska emphasised that effective apartment building management requires not only legal reform, but also a cultural shift toward responsibility among apartment owners. The organisation has been directly involved in preparing the draft law \u201cOn Housing Stock Management,\u201d contributing practical expertise gained through Estonia\u2019s own housing reform journey.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2696\" data-end=\"2981\">Opening the conference, EKYL Chairman of the Board Andres Jaadla noted that Ukraine has demonstrated serious commitment and professionalism in advancing this reform process. Having worked closely with Ukrainian partners, EKYL has witnessed the dedication behind the legislative effort.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2983\" data-end=\"3230\">Why does the Estonian model matter for Ukraine? Estonia faced similar challenges: mass privatisation, diffused responsibility, and the need to build a functional system for apartment building governance. Effective housing stock management and clear governance structures are critical for protecting residents, supporting displaced and war-affected populations, and ensuring long-term sustainability of the housing sector.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5065\" data-end=\"5254\">Ukraine is moving toward systemic change in its housing policy.
