Energy efficiency in the residential sector (Ukraine & Estonia Exchange Experience)

Estonia has 15 years of experience in apartment building renovation, cutting heating costs in half and extending building lifespans by 50 years.
Ukraine is building its own model: a new draft law “On Housing Stock Management” was presented in late February 2026, opening the door for every building to participate in state energy efficiency programs.
