EKYL hosted a delegation from Moldova
04.10.2025On 15-19 September 2025, a Moldovan delegation had a study visit to Estonia, to examine effective models for energy- efficient renovation of multi-apartment buildings, strengthening of Homeowners Associations (HoAs), and national energy performance systems. The programme was ordered by GIZ, coordinated by the Estonian Union of Co-operative Housing Associations (EKYL) and funded by E4M/Norway.
The programme highlighted Estonia’s strong HoA legislation, effective financing schemes combining grants and loan guarantees, advanced tools such as the building register and EPC system, and innovative renovation technologies like renovation with prefabricated panels. Through technical presentations, site visits and discussions, participants gained a practical understanding of best practices in governance, financing, communication and technical implementation, offering ideas for strengthening Moldova’s own housing renovation and energy-efficiency framework.
Objectives of the Visit
- To introduce Estonia’s legal, institutional and financial mechanisms that enable large-scale renovation of apartment buildings.
- To analyse practical solutions for improving energy efficiency in smaller residential buildings.
- To identify approaches for strengthening HoAs and increasing homeowner engagement for achieving national renovation goals by the example of the Estonian Union of Co-operative Housing Associations
- To explore avenues for continued cooperation between Estonia and Moldova in the field of housing and renovation
