Within the framework of Estonian development cooperation project “Support to Housing Sector Reforms in Ukraine”, started in August 2018, the Estonian Union of Co-operative Housing Associations (EKYL) will develop a new training program for managers of housing cooperatives in Ukraine. The project will be implemented in cooperation with partners in Ukraine: “Expert Interbranch Association of Ukraine” ja “State Fund for Support of Youth Housing Construction”.  The project is financed by Estonian Ministry of Foreign Affairs from the funds of development cooperation and humanitarian aid.

Estonian development cooperation is directed towards securing peace, prosperity and economic and social stability, and it works towards decreasing world poverty in harmony with the internationally approved principles of sustainable development. Estonia is sharing its reform experiences with transition economy countries interested in this subject matter. The goal of the project “Support to Housing Sector Reforms in Ukraine” is to support the preparation and implementation of housing sector reforms in Ukraine in 2018-2020. EKYL and project partners in Ukraine will develop in cooperation with UNECE housing experts a new professional standard for managers of apartment buildings, will organize vocational training for apartment building managers and municipalities’ residential housing officials and will analyze Ukraine’s housing legislation.

The challenges of housing in Ukraine and project action plan were discussed during the meeting of project experts in Kyiv, 12th November 2018.  Andres Jaadla, Chairman of the Board of EKYL and head of ad-hoc working group of Housing Europe on housing systems in transition, told that EKYL appreciates highly the opportunity to cooperate with colleagues in Ukraine. „EKYL has more than 20 years of experience with implementing housing reforms and developing training programs in this field.
